Walter Frederich Charles Vine was an architect working in the Ministry of Works during the development of the Naenae town centre, design by Ernst Plischke. Vine designed the Post Office, supervised by Gordon Wilson. The building was marked out by a tall town clock, and the interior adorned with a Guy Ngan mural.
The building was closed in 2015 due to earthquake damage, but was purchased by the Hutt City Council in 2021 for conversion to a community centre.
