Edgar Collins was the project architect working for the firm Taylor & Syme & Associates (the firm later became Taylor & Collins), on the design of a war memorial hall, library and regional museum, in New Plymouth in the early 1950s. Through Collins, E. Mervyn Taylor was commissioned to produce an etched glass mural in the entry stair.
